On July 28, 2024, the Cyberspace Administration of China (CAC) announced a special initiative to “enhance IPv6 capabilities to support AI large models.” Five leading AI firms—likely Alibaba, Tencent, Baidu, ByteDance, and iFlytek—signed on. The stated goal: upgrade backbone networks, data centers, and terminal equipment to full IPv6+ (SRv6) to reduce latency and improve security for AI workloads.
Sounds benign. Sounds like an infrastructure upgrade. But infrastructure upgrades are never neutral. Every protocol change is a power shift.
For blockchain networks, the underlying internet layer is destiny. Bitcoin nodes talk over TCP/IP. Ethereum validators rely on low-latency connections. Layer2 sequencers—already centralized—depend on the speed and reliability of the underlying IP network. If that network becomes faster but also more centrally controllable, the decentralization promises of crypto take a hit.
Let’s unpack what this initiative really means for digital assets.
Core: The Technical Order Flow
IPv6 offers 340 undecillion addresses. For crypto, that solves the NAT headache. Today, many crypto nodes sit behind NAT routers, making peer discovery slow and connections fragile. With IPv6, every node gets a unique global address. Network topology flattens. Propagation times drop. Look at Layer2 sequencers. Most are single points of failure—centralized nodes that batch transactions and submit them to L1. With IPv6+ private lines, a sequencer operated by a Chinese entity could achieve sub-5ms round trips to users, while a foreign competitor sits on a shared link with 50ms. That’s a structural advantage disguised as infrastructure improvement.
The initiative also mandates IPsec for all IPv6 traffic. Encrypted from end to end. For crypto, that’s good—less chance of man-in-the-middle attacks on node communications. But IPsec also means the state has a standardized encryption layer it can technically manage (key escrow, lawful intercept). They’re not just securing data; they’re structuring surveillance.
Contrarian Angle: Retail Sees Speed, Smart Money Sees Control

Here’s the counter-intuitive play: This initiative may accelerate the adoption of privacy-preserving technologies within crypto. If the network becomes more inspectable, demand for obfuscation layers—Mixnets, Dandelion++, or even full VPN integration at the node level—will rise. Projects that offer network-level privacy (like Nym or Orchid) are positioned as hedges against IPv6+ surveillance.
Simultaneously, the initiative reinforces the centralization of mining. In 2021, China banned mining, but many operations moved to Kazakhstan or the US. Now, with IPv6+ networks, the Chinese government could offer extremely low-latency connections to “friendly” miners located in Hong Kong or Macau, while penalizing unlicensed operations. The network becomes a regulatory enforcement tool.
For DeFi, the story is about latency arbitrage. High-frequency trading in DeFi is already dominated by nodes close to validators. IPv6+ allows the Chinese state to grant preferential network paths to domestic MEV bots. That creates a two-tier system: Chinese bots with deterministic low latency vs. everyone else fighting for scraps. The TVL chase we saw in 2020-2021 will be replaced by a latency chase in 2024-2025.

The market hasn’t priced this yet. Cryptocurrency prices are driven by macro liquidity, ETF flows, and narrative. This infrastructure story is subtle. But it will manifest in two ways:
- Chinese alt L1s and L2s will outperform in the next 3-6 months as they tout “IPv6-ready” infrastructure. Conflux, which already has strong ties to China, will be a prime beneficiary. Expect marketing pushes claiming “faster than Ethereum” due to network-layer optimizations.
